What a user license is
A licensed user is anyone assigned a Release Notifier license under Setup > Installed Packages > Manage Licenses: admins, content creators, managers and the users who receive tracked releases. Salesforce enforces it; a user without a license cannot open the app. If a team should read and acknowledge releases, license that team, not the whole org.
Sandboxes inherit licenses from production on refresh, at no extra cost.
When you outgrow a plan
Nothing is deleted when you change plans. Releases, acknowledgment history and feedback stay in your org's custom objects; they are your data.
